It’s meant to be a quilted, padded, undergarment for armour. I was a fencer both olympic style at a fencing club and later with the SCA recreation group. And in both cases, padded tunics were used for armour, and in the recreation group the women fencers had long padded armour dresses. So I figured it’s something they’d be using here for practice fighting.
