Oh come on, that's just wrong. The rule is: Two coins for the passage. Any burial containing at least two coins is done correctly (I seriously doubt that the deceased are prohibited from leaving coins behind AND giving Charon a tip AND taking extra coins along for the ride).
If you talk to a rules lawyer, make sure that you don't let them interpret the rules exclusively in their favor.
