Mahr’i is a visiting duchess, Elzear’bith is the reigning queen. How is it that Mahr’i’s decisions are the ones that stick?
Because she’s more charismatic than Elzear’bith.
They’ve previously said that Elzear’bith is “on probation” as a ruler, because even her own people don’t like her that much. I’m guessing that since Arachne likes her, that’s good enough for every other drow.
