That’s pure bureaucratic hell for most of it. Official events require exacting protocol, especially when foreign dignitaries are involved. Off the top of my head you have official ceremony, proper seating arrangements, arranging proper meals for each delegate, providing security for each event, and that’s just the bare-bones stuff. On a military level, this would involve weeks of prep work. At a minor nobility level with more arcane traditions, you’re looking at months of man-hours of prep work per event.
And that artist application stuff has its own issues. Some of the applicants might not take too kindly to rejection and we saw what a bard can do with a song. Now imagine what a jilted artist can do with a work that lasts longer than a few minutes of song.
